Article 1
Fiscal Year
Effective January 1, 1973, the fiscal year of the Ohio School Boards Association shall be from January 1, to and including December 31.
Article 2
Dues Schedule
The annual dues of city, exempted village, and local boards shall be determined by the following schedule:

1,801-2,200 | 55% of District Cost Per Pupil |
2,201-2,600 | 60% of District Cost Per Pupil |
2,601-3,500 | 65% of District Cost Per Pupil |
Over 3,500 | 70% of District Cost Per Pupil |
The annual dues of each educational service center governing board and joint vocational school board shall be equal to the sum of the lowest dues paid by any local board in the state (excluding island districts and multi-state districts) plus a factor of 0.00004 of their total expenditures.
The annual dues for sustaining membership in the association shall be determined by the Board of Trustees.
Article 3
Initial Fiscal Year
The initial fiscal year of the association shall be from January 1, 1956, to and including December 31, 1956.
Article 4
Initial Organization
At the meeting at which this constitution and these bylaws shall be adopted, they shall become immediately effective. Officers elected at the organizational meeting and members of the Interim Executive Committee designated by the regional association shall assume office immediately and hold office until the end of the initial fiscal year.
Article 5
Amendment of Bylaws
The bylaws may be amended by a two-thirds (2/3) vote of the voting delegates of the association present at the annual meeting of the association.
Article 6
Business of the Delegate Assembly
All matters to be voted upon at the annual meeting shall be communicated to each member of affiliated school boards for study at least thirty (30) days prior to the date of the annual meeting.
Any matter not so referred to members of affiliated boards thirty (30) days in advance will require a two-thirds (2/3) vote of all registered delegates present in order to be placed on the agenda.
Article 7
Interim Policy on Legislative Proposals
During any legislative session, the association can be bound to a position on specific legislative proposals not previously adopted by the membership by three-fourths (3/4) of the members of the executive committee, if such position is not contrary to the association’s established legislative policy. Such position shall be binding only until the next annual meeting of the association.
