Ohio Budget Bill: Changes in provisions regarding reading instruction and dyslexia screening
House Bill (HB) 33, Ohio’s budget bill, contains several provisions related to reading instruction and screening students with dyslexia. The changes significantly alter districts’ obligations to students in the area of reading instruction.

Enacted Legislation
Gov. Mike DeWine signed Senate Bill (SB) 43, sponsored by Sen. Andrew Brenner (R-Delaware), which modifies the homestead exemption for the surviving spouse of a disabled veteran. SB 43 will take effect on Oct. 26, 2023.
New Legislation
House Bill 250, sponsored by Reps. Jessica Miranda (D-Forest Park) and Tracy Richardson (R-Marysville), revises the Military Enlistment diploma seal.

Upcoming Changes to the Ohio Department of Education
House Bill 33 of the 135th General Assembly included several legislative changes impacting the Ohio Department of Education and State Board of Education. During the first week in October, the Department of Education will be renamed the Department of Education and Workforce and will become a cabinet-level agency reporting to the Governor of Ohio. Further, the legislation created a new agency, the Department of Children and Youth, to provide services more efficiently to children and their families in the areas of prevention, early education and support.
