Ohio General Assembly races to finish work before summer break

This is the last week that the Ohio General Assembly is scheduled to have sessions and committees before what could be an extended break. It is still unknown when the Ohio House and Ohio Senate will return to the Statehouse in the fall. Both chambers have numerous committees scheduled, and those committees are focused on moving important bills out of the committee to go to the floor for a vote.

No clear path on capital appropriations bill

The General Assembly has had lighter than usual activity this year and, based on the House and Senate planned session days, legislative activity will remain light.

One item that remains in flux is the capital appropriations bill. The Ohio House and Ohio Senate have approached the process differently this year than in the past.

Ohio’s Budget Bill: EdChoice and universal vouchers

As we have written in the Legal Ledger in recent weeks, Ohio’s Budget Bill HB 33 was signed by Gov. DeWine on July 3. This week, we will take a look at changes to a program that will have  significant implications for school districts: the expansion of the EdChoice Scholarship program into a universal school voucher program.

There has already been a lot of discussion about the provisions in the bill that are of interest to school districts and educational service centers.  But for those who would like to see the specific proposed language on some key topics, here are the line numbers in the current bill:
