Round 2 of the EPA’s Clean School Bus Program is expected to open soon. This round will be a competitive application process (rather than another lottery), which will advantage high-quality proposals that are designed to compete within the program's rules and demonstrate things like a relevant experience, high likelihood of project success, and cost share.

Highland Electric Fleets has the most experience competing for electric school bus grants and deploying electric fleets in the United States: Highland policy experts Amy McGuire and Josh Williams will share their expertise and provide an overview of what districts can expect in the competitive application and how they can craft successful submissions.

Hardin County, IL district superintendent Andreas Edmondson will also join the webinar to share how he got started with his electrification project and what other districts can learn from his experience

Amy McGuire, Director of Market Development, Highland Electric Fleets & Andy Edmondson, Superintendent, Harden County Schools (IL)

Amy McGuire is a clean energy and climate change expert with experience in both the public and private sectors. She is currently the Director of Market Development at Highland Electric Fleets.

Over the course of her career, Amy has had the opportunity to lead initiatives in energy resilience, solar financing, energy storage, electric vehicles, and the first-in-the-nation Massachusetts Clean Peak Energy Standard. At Highland, Amy is heading up the effort to develop and execute strategies designed to mobilize stakeholders within and around a school district to encourage a school district to electrify its bus fleet. This includes community organizing, mass market education, policy advocacy, and major account political support as well as engaging with utilities, regulators, and legislators around existing and potential future programs designed to support electric school buses. 

Amy holds an MPA in Environmental Science and Policy from the School of International and Public Affairs at Columbia University and a BS in Earth Systems – Renewable Energy Resources from Stanford University.  Amy is mum to a fabulous seven-year-old, a former professional cyclist and elite triathlete, a passionate home DIY-er, and care-giver to newly adopted Great Dane, Norman.


Andy Edmondson is in his sixth year at Hardin County Schools, located in the southeast corner of Illinois. He is currently in his fourth year as superintendent at Hardin County and has worked to instill an, "If you can believe it, you can achieve it" attitude.

Mr. Edmondson has been an administrator for 18 years. Some of his highlights include helping lead Challand Middle School, in Sterling, IL, to their highest-achieving scores in both math and reading. As Principal of Lincoln Elementary School in Sterling, IL, Edmondson led a National Blue Ribbon School to its highest academic scores. From there he went to Newman Central Catholic High School, leading it to its second-highest ACT average in school history. After Newman, he went to Marian Central Catholic in Woodstock, IL, and in his first year there moved the average Marian ACT score to 25.1 for the first time in Marian's history. 

In Mr. Edmondson's spare time, he loves everything about being outdoors, from hiking Angel's Landing in Zion National Park to hunting and fishing on the family farm in Hardin County. His personal goal is to work towards making a healthier environment for future generations in Hardin County.
