Biennial budget update

The House and Senate both approved the House Bill (HB) 49 conference committee report this week. The House vote was 59-38 and the Senate vote was 24-8. The legislation is now awaiting action by the governor. Click here for the Ohio Department of Education section of the comparison document.

The following are school funding printouts showing foundation aid and total funding (foundation aid plus fixed rate operating tangible personal property tax reimbursements) under the HB 49 conference committee report for traditional districts and JVSDs.

Among the several changes affecting education that are contained in the final conference committee report are:

• College Credit Plus — the language in the final version includes the Senate changes and reverts to current law with regards to districts being responsible for the full cost of college textbooks.

• Current agricultural use value (CAUV) — the final version contains language as passed by the House to change the computation for CAUV. We are still analyzing the impact of the changes.

• Graduation requirements — the final version includes recommendations from the State Board of Education adopted in the Senate-passed version.

• Ohio Resident Educator Program — the final version eliminates the Ohio Resident Educator Program.

The Ohio School Boards Association, Buckeye Association of School Administrators and Ohio Association of School Business Officials, submitted a letter to the governor requesting vetoes of three provisions contained in HB 49.
